Background: There is a setting to allow agency managers to select initiatives. This default setting is to allow site managers greater control over initiatives and over which needs are associated with each initiative. (For example, if you don't want agencies randomly adding certain volunteer opportunities to your Day of Caring, this setting allows you to control what is added and what isn't.).

Issue: The ability to allow agency manager the option to select an initiative is “all” or “none” for the entire site. We would want to give a subset of agencies (Agency Partners current tagged in Galaxy) the option to allow them to select the initiative.
