Requiring Needs to Assign an Initiative Themselves

Due to the design of our site and because we've tied spotlights to initiatives for our interests, we were hoping we could require each new need to assign themselves to one of the 3 pre-selected initiatives as opposed to us assigning those for each new need.

As a site manager, I would like to require organizations to associate their need with an initiative, so that I can spotlight all needs by initiative.
