Need Visibility to Unqualified Users

We currently have our needs set so that you must have met certain qualifications to view or respond to them. However, unqualified volunteers can still view all of our upcoming volunteer needs. The only way that the needs are hidden from them is if they try and view them by clicking the needs tab on the left menu. They can still view them by:

Clicking the calendar
Clicking the Program/Agency button
Dashboard under suggested needs
Dashboard under recent needs

I am requesting that the needs be hidden in every feature so that they can not be viewed unless their qualifications have been approved.
