This is a great idea, I can see how some terminology can be confusing agency managers. As you know, we always are looking to improve our users experience on the site - that includes agency managers. Here is what I will add to our enhancement board for our team to review:
"Addition of a key or help text for Need statuses for Agency Managers when viewing their Needs list. This would help them understand what those statuses mean."
I will also add: "In regards to the 'Inactive' status or deactivating a Need, explain what this action does in regards to how it may effect reporting and data in the system."

Is it possible to add a short list of status descriptions under “Manage Needs” on this page? I think it’s important for agency managers to understand the difference between active/inactive/expired. And what happens in the system if a need is deleted?
