I can definitely see a use for being able to add files to a user's account as a program manager.
I have added your suggestion to the enhancement list, and will makesure to review this with the team in our upcoming enhancement meeting!

It would be great if Program Managers could have the ability to upload files into the volunteer file. In our case our program managers do all the vetting and screening for Volunteers, but then they don't have access to upload Files into their profile; having the option to be able to do this would be very useful.
