In the meantime, I did want to mention that you can always change the program manager’s role to site manager. As site managers, they can then add users to their programs and manage them from there in addition to overseeing their individual programs. Here's an article that covers adding new site managers.

The system currently only allows Program Managers to schedule volunteers that have only volunteered at their Program. It would make life easier if the Program Manager had the same privileges that the Site Manager has when it comes to scheduling. Examples being: Over riding a full shift, scheduling if they are not in a usergroup, scheduling someone even if they have not volunteered at their Program, etc.
