So we're wanting an interactive PDF that's embedded. For instance, we have a PDF with links that should be clickable, but if we use the options commented by Shonie, the PDF is no longer interactive. Directly embedding the PDF is a much better user experience than taking the user to a different website.

Thank you for the clarification! You are correct -- with the options I provided there is not a way to link multiple URLs within a PDF or image.
In this case, after speaking with the team, what you will need to use is a PDF to HTML converter to reach the outcome you are looking for. With the text editors we utilize in the software, there is not a way to convert a PDF for embedding with multiple links in various locations on the PDF image. Once you have converted it to HTML, you can enter that code into the Source Code editor.
